Chinese Provinces to 1911

In 1911 The Qing (Ch’ing) empire was three types of administrative divisions. Viceroyalties ruled by a zongdu (viceroy) responsible for two or more provinces, of which there were nine from 1907. Twenty two provinces governed by Hsun-fu (Xunfu) and six feudatory regions administered by Lifan Yuan (Court of Colonial Affairs). Sinkiang and Manchuria were administered as Lifan Yuan until being incorporated into the provincial system in 1884 and 1907. Manchuria was divided into three provinces with a responsible viceroy.


The feudal lands of the Lifan Yuan were the Mongolian regions and Tibet. Both these territories maintained their own feudal and theocratic traditions under reincarnated Lamarist rulers in the practise of Tibetan Buddhism; though only Tibet had its own government. Both territories had Qing appointed Ambans or ministers. Kobdo, Tannu and Uliastai were administered separately to Outer Mongolia and ruled by military governors. The Inner Mongolian lands were organised into Manchu style banners or leagues. Qinghai or Amdo in Tibetan - was subordinated to the province of Kansu though not part of the provincial system and was later claimed by Tibet following the end of the empire.


From the mid nineteenth century the Qing Empire was forced to cede territory to European powers and Japan who eventually established nine colonies and nine concession territories on mainland China. Western and North-eastern territories were ceded to the Russian Empire in 1860 and Taiwan was ceded to Japan in 1895. The numerous tributary states (Afghanistan, Burma, Korea, Vietnam, Nepal, Bhutan, Laos, and Kokand etc) were also taken over by foreign powers before 1900.
